Incentives Work: Getting Teachers to Come to School
نویسندگان
چکیده
We use a randomized experiment and a structural model to test whether monitoring and financial incentives can reduce teacher absence and increase learning in rural India. In treatment schools, teachers’ attendance was monitored daily using cameras, and their salaries were made a nonlinear function of attendance. Absenteeism by teachers fell by 21 percentage points relative to the control group, and children’s test scores increased by 0.17 standard deviations. We estimate a structural dynamic labor supply model and find that teachers responded strongly to the financial incentives, and that this alone can explain the difference between the two groups. Our model is used to compute cost-minimizing compensation policies. ∗This project is a collaborative exercise involving many people. Foremost, we are deeply indebted to Seva Mandir, and especially to Neelima Khetan and Priyanka Singh, who made this evaluation possible. We thank Ritwik Sakar and Ashwin Vasan for their excellent work coordinating the fieldwork. Greg Fischer, Shehla Imran, Callie Scott, Konrad Menzel, and Kudzaishe Takavarasha provided superb research assistance. For their helpful comments, we thank referees, Abhijit Banerjee, Rachel Glennerster, Michael Kremer and Sendhil Mullainathan. We owe a special thank to the referees, who made substantial suggestions that considerably improved the paper. For financial support, we thank the John D. and Catherine T. MacArthur Foundation. †The authors are from MIT (Department of Economics and J-PAL), the Kennedy School of Government of Harvard University and J-PAL, and MIT (Department of economics)

When and Why Incentives ( Don ’ t ) Work to Modify Behavior
E conomists often emphasize that “incentives matter.” The basic “law of behavior” is that higher incentives will lead to more effort and higher performance. Employers, for example, often use extrinsic incentives to motivate their employees. In recent years, the use of incentives in behavioral interventions has become more popular. Should students be provided with fi nancial incentives for incre...
متن کاملThe State Role in Teacher Compensation
INTRODUCTION Policy makers have long been concerned with K– 2 teachers’ compensation. Not only might increased teacher compensation purchase more skilled teachers, it might also influence how long teachers stay at their schools and in the teaching profession. Similarly, changes in the structure of teacher salary schedules may change the appeal of teaching even if average salaries remain the sa...
متن کاملUsing performance-based pay to improve the quality of teachers.
Tying teachers' pay to their classroom performance should, says Victor Lavy, improve the current educational system both by clarifying teaching goals and by attracting and retaining the most productive teachers. But implementing pay for performance poses many practical challenges, because measuring individual teachers' performance is difficult. Lavy reviews evidence on individual and school-bas...
متن کاملPay by Design: Teacher Performance Pay Design and the Distribution of Student Achievement
We present results of a randomized trial testing alternative approaches of mapping student achievement into rewards for teachers. Teachers in 216 schools in western China were assigned to performance pay schemes where teacher performance was assessed by one of three different methods. We find that teachers offered “pay-for-percentile” incentives (Barlevy and Neal 2012) outperform teachers offer...
متن کاملWant to Improve Teaching ?
imagine trying to be an effective teacher at a school where the average student misses two months of class time out of nine months of the school year—a common situation in urban high schools. Further, imagine that your fellow teachers and school leaders refuse to work together to prevent students from skipping class or support struggling students in a coordinated way. You may stay, but probably...
